海南大学坐落于中国最大的经济特区海南，是教育部与海南省政府“部省合建”高校，“211工程”重点建设高校，首批“双一流”建设高校。在海南自由贸易港和国际教育创新岛建设的背景下，学校坚持“支撑引导、特色取胜、高位嫁接、开放创新”的办学理念，聚焦“自贸港发展和制度创新”“生态文明”“文化旅游”“全健康”“热带高效农业”“海洋科技”“信息技术”等七个重点研究领域，全力推进世界一流学科和中国一流大学建设。
学校实施开放办学战略，是海南省首家接收中国政府奖学金来华留学生资格的培养单位，当前逐步形成以服务“一带一路”教育合作与交流为重点、深耕热带国家和地区为特色的对外开放办学格局。学校入选教育部第二批来华留学示范基地，已建成国际学生教育本硕博完整的培养体系。
Hainan University, or HNU, located at Hainan Province, the largest Economic Zone in China, is jointly administered by the Ministry of Education and the Hainan Provincial People’s Government. It’s one of China’s top universities listed under China’s Project 211 and the Double First-Class Initiative.
In the context of the construction of Hainan Free Trade Port （FTP） and International Education Innovation Pilot Zone, Hainan University stays committed to developing leading and distinctive disciplines through integrating the best intellectual resources and furthering opening up and innovation. With a focus on seven key research fields- “FTP Development and Institutional Innovation”, “Ecological Civilization”,“Culture and Tourism”,“One Health”,“Tropical High Efficiency Agriculture”,“Marine Science and Technology”, and“Information Technology”. Hainan University is making every effort to create world-class disciplines under the country’s Double First-Class Initiative and build itself into a first-class university in China.
Hainan University adopts a strategy of openness in education and has gradually formed its own schooling models, which prominently serves for the Belt and Road educational cooperation and exchange. Moreover, the university is actively pursuing high-level educational and cultural exchanges with the tropical countries and areas. In recognition of this, HNU was selected by the Ministry of Education as a member of the second group of Demonstration Base for Studying in China, offering programmes from bachelor's to doctoral degrees for international students.

“高水平研究生”项目是中国政府奖学金高校自主招生项目下的子项目。项目采取“个人申请、院校推荐、专家评审、择优录取”的原则，选拔具有优秀学科背景、专业能力及未来发展潜力的国际学生。
The program is designed to finance the study of talented international students in China that are directly selected and recommended by designated Chinese universities. The programme is based on the principles of "individual application, institutional recommendation, expert assessment and selection on the basis of merit", and selects international students with excellent academic background, professional ability and future development potential.
该奖学金为全额奖学金项目，覆盖学费、住宿费、生活费和综合医疗保险费。
This scholarship program covers tuition fee, accommodation fee, living allowance and comprehensive medical insurance fee.

申请资格 Eligibility
1. 非中国籍公民，身心健康。
Non-Chinese citizens, in a good physical and mental health.
2. 申请攻读硕士学位者，应当具有学士学位或同等学历，学习成绩优秀，年龄一般不超过35周岁；申请攻读博士学位者，应该具有硕士学位或同等学历，学习成绩优秀，年龄不超过40.
Applicants for a Master’s degree must have a bachelor’s degree and be under the age of 35. Applicants for a Doctoral degree must have a master’s degree and be under the age of 40. All applicants should have excellent academic performace.
3. 申请以中文为专业教学语言的攻读硕士、博士学位者，中文水平须达到汉语水平考试（HSK）四级；以英文为专业教学语言的攻读硕士、博士学位者，如果英文为非母语，则英语水平须达到雅思(IELTS)6.0及以上（单科不少于6.0）；或托福560以上，新托福（网考）78分以上。
Applicants for Chinese-taught programs should have acquired the minimum of HSK Level 4 when applying. Applicants for English-taught programs from non-English speaking countries must present proof of English level. For example, IELTS report with the average score above 6, TOEFL with the average score above 560 (paper-based test) or with a score of 78 (internet-based test) when applying.

APLICATION DOCUMENTS
1.《中国政府奖学金申请表》（中文或英文填写）/Application Form for Chinese Government Scholarship（in Chinese or English）；
2.护照首页 /Copy of Passport Main page (Information Page);
3.经公证的最高学历证明/Notarized highest diploma;
4.学习成绩单（自本科阶段起）/Academic Transcripts (from the undergraduate program onwards);
5.语言能力证明/Language qualification certificates;
6.来华学习计划/ A study plan proposal;
7.推荐信/Recommendation letters;
8.年龄不满 18 周岁的申请人，须提交在华法定监护人的相关法律文件/Applicants under the age of 18 should submit the valid documents of their legal guardians in China;
9.《外国人体格检查表》复印件（须英文填写，此表格由中国卫生检疫部门统一印制，可以从本国留学生派遣机构获取。）/A photocopy of the Foreigner Physical Examination Form completed in English. The form is designed by the Chinese quarantine authority and can be obtained from the dispatching authority;
10.无犯罪记录证明/Non-criminal record report.
注：1. 通过系统上传的材料须清晰、真实、有效。建议申请人使用专业设备扫描需提交的有关文件，因上传材料不清晰或不可识别造成的后果由申请人承担。

http://www.campuschina.org，在线填写《中国政府奖学金申请表》并提交所需申请材料。
Step one:
Visit “Chinese Government Scholarship Information System at http://www.campuschina.org and complete the sections of the Application Form, then submit the other application documents online.

第二步： 登录海南大学国际留学生在线服务系统https://hainu.17gz.org/，进行网上注册与申请。

Log onto Hainan University's Application System at https://hainu.17gz.org and then for online registeration and application.
